‘policy guidance’, where a network for addressing soil issues is proposed, ideas for an international panel developed, and support for national soil policies called for. Finally, the third theme relates to ‘implementation support’, i.e. SLM programmes, development cooperation strategies, and national institutions in all countries.

In a follow-up activity at the Eurosoil Congress in Freiburg in September 2004, IASUS developed further mechanisms to enhance policy efficiency at the international level, including the proposal to establish a ‘World Soils Council’, whose main task will be to effectively influence international policy- and decision-making.
